Council Responsibilities
- Review school U-PASS data. U-PASS is a series of student tests. Councils should review group results but individual data should not be shared. Other assessments may also be reviewed
- Develop a School Improvement Plan
- Develop a School LAND Trust Plan
- Participate in the development of the Professional Development Plan
- Develop a Child Access Routing Plan
- Advise the school administration on local school issues
- Provide an opportunity for issues of concern in the community to be presented to the school administration
- Develop a Reading Achievement Plan
Trust Lands Information
Our School Community Council is primarily responsible for the creation of our School LAND Trust Plan. This plan is created annually by analyzing our school testing data to determine the greatest academic need. The money our school receives from the School LAND Trust fund is allocated according to our plan.
Our school is grateful for the School LAND Trust program and the opportunity we have as a school to allocate the funds to support our targeted and specific needs. The Council assists with school improvement, and make decisions on how to best spend the Trust LANDS funding. Rules of Order and Procedure
Elections
- Notice will be sent to parents on Aug.7
- The secret ballot election will be held at PCES in the office from Aug. 10-18
- The principal will oversee the election
- Results are available upon request
- Parents/Guardians will fill all positions by election
- All council members elect officers for the upcoming year
Our Council members consist of the principal, 2 school members elected in even years and two school members elected in odd years, and 7 parent members, 4 elected in even years and 3 elected in odd years.
(Size of the council MUST BE ADOPTED BY VOTE OF THE COUNCIL and consistent with 53G-7-1202. Elections are required to be staggered with half of the council elected each year)
Meetings
- An agenda will be made and sent to council members and posted on the school website a week prior to the meeting
- minutes will be kept at all meetings
- In case of a tie, the vote will be brought to the non-council teachers
Timeline
- First meeting Sept. 25 @ 8:30
- In the fall by October 31st
- The principal post the follwoing on the website and in the school office:
- The proposed schedule of meeting dates for the year
- The names of council members, with a phone or email contact (or both)
- A summary of the implementation of the School LAND Trust Program school plan including how the goals were completed and how the money was spent
- Principals enter fall reports on the website
- Membership Report – names and addresses of the current school community council
- Signed Principal Assurance – assurance that the council is properly constituted and that elections and subsequint appointments were made according to the law and board rule
- Final Report on last year’s implementation and with measurement results
Spring Due Date –
- Principals enter spring reports on the website
- Progress Report for the School LAND Trust program for the current year
- School Plan for the School LAND Trust program for the next year
- Committee Signature Form Prior to the end of the school year
AUG – Notification of secret ballot election sent via email
AUG – Secret ballot election at PCES in the office

Elections for the Community Council take place each year in September. This is one of the many ways that we encourage our school community to become involved in the education process.
